As a graduate of the Knox County public school sysytem ... I would like to request that the committee keep an open mind to an individaul that will allow for innovative teaching approaches. Especailly in the area of cultivating arts education reform. I do believe that to bring arts intergration into the schools expands the concept of learning. Arts-infused learning environments improves learning in math, reading, writing and social studies. It also teaches students how to learn and fosters self-confidence and self-discipline, to name a few. Partnerships that develop between schools, artist and the community drastically impact the quality of life. Work experience as both a classroom teacher and building principal are needed. Someone who will work for improving teacher pay and benefits so that it is competitive with Oak Ridge, Maryville and Alcoa school systems to stop the flow of good teachers out of the Knox County Schools. An ability to stand up to small interest parent groups and make decisions that benefit all of the students in the school district not just those with the most money and "clout" is also a necessary requirement. I think a Superintendent for the Board of Education should be indeed a very well educated person, with at least a MS degree in a SCIENTIFIC discipline. He, She must make sure that the school curriculum meets the needs of ALL the children: from the ones with problems to the advanced kids. He,She should make sure that if a kid needs help in certain disciplines, he will get helped and at the same time, if a kid is advanced and needs an advanced level of challenge, he will get that as well. Art classes of all kinds should take place weekly at least and daily if possible. The link between art ed. and learning is well documented in a positive way. The arts should be linked to

It is critical that the successful candidate appreciate the importance of arts education programs, and be dedicated to strengthening them, both in the formal curricula and by strengthening ties with local arts organizations so they can increase breinging arts into the schools. The candidate needs to realize that arts aren't just for fun: participation in arts aids self-worth, creativity, muturity and judgment. The salary increase the board has proposed for the new superintendent is ludicrous in light of the cost of living in our area!!! I am appauled and disapointed that the board has let down this community with such a ridiculous amount of tax payer's money proposed to be awarded to an individual who has yet to be proven worthy of such a salary. We have excellent candidate's locally who would be willing and able to serve our community as superintendent. Why did the board choose to hire an agency to search for an outsider who will be unfamiliar with the county commission, current administrative staff and priorities of teachers, students and community members?!! What a waste of funds that could be put to better use throught improving teacher salaries, providing more classroom materials or lowering the student-teacher ratio. SHAME ON YOU!!! We need to make sure also that arts are given some priority in schools and here are some reasons why: One of the most important aspects of art shows in the results of extensive studies that have proven that students who participate in the arts score higher on SAT tests regardless of socio-economic status. (1) The arts instill foundation skills needed for employment, but also for life, skills like reasoning, making decisions, thinking creatively, solving problems and visualizing. (2) An 11-year study examined youth in low-income neighborhoods and found that those who participated in arts programs were much more likely to be high academic achievers, elected to class office, participate in math and science fairs and win academic awards. (3) Art programs targeted toward very young children help prevent negative choices later on. Young children who participate in after-school arts programs have shown a decrease in negative behaviors and increases in attention span, commitment and tolerance. (4) For young people at risk of delinquency, school failure, substance abuse, teen pregnancy and other problems, involvement in the arts can improve academic performance, reduce school truancy, provide positive outlets and build new skills that give kids a chance at a better life. Arts programs are an effective intervention strategy for troubled youth who have failed to respond to more traditional educational and social service programs. Arts learning experiences can alter the attitudes young people have about themselves and toward learning, even among those who have had serious brushes with the law. A three-year study of arts-based delinquency programs in three different cities showed that at-risk youths participating in the arts programs improved their attitudes, behavior and academic performance, decreased delinquent behavior, and increased communication skills. (5) Former U.S. attorney general Janet Reno said much the same thing, "Young people who are involved in making something beautiful today are less likely to turn to acts of violence and destruction tomorrow." As a business professional, and a local visual artist, I have recognized that some of our most talented business associates have some form of formal arts education and experience. I have found that this tends to produce more well-rounded individuals who are creative and forward-thinking. While academic programs should always be the first priority, our new superintendent should understand the need for students to receive a well rounded education and work with the board and community insofar as arts and music is involved. First and foremost this an open process with an emphasis of finding an OUTSIDER who can come in and move our schools into the 21st century. This person must be knowledgable in both proven and newer approaches to the education process The refusal of current staff to even consider newer, proven approaches such
as the two(2) Charter school applications that staff has refused to even consider are prime examples of the
need for new, open leadership. Our Board members only receive the information provided by the staff and such information has been proven to be incomplete, misleading, and reflective of current senior staff's resistance to
change even when that change is in the best interest of segments of the student population. I personally feel that given the proven success of the Charter School model across the USA, the current staff's refusal to even attempt work with the organizations that made these proposals borders on being criminal since both programs offered much needed help to needy students. I will only choose 9 of the above, because one characteristic has been left out: an on-going committment to bring Arts Education and Physical Education back to the classroom through integrative teaching. As a business leader, I am alarmed at the number of Knox County graduates I come across who lack creativity and innovation (developed through arts programs like music, visual arts) and a general lack of understanding of working as a team, determination, and setting goals and prioritizing (developed through physical education -- team sports and individual competition like dance). Students learn the skills and confidence they need to contribute to our community by achieving and growing as full human beings. I feel that the position should be filled by someone from within the current Knox County Schools. It would take someone who came from outside the system a long period of time to become acauainted with the schools and programs, and the system has been "in limbo" for too long already. There are many needs that need to be met that are not being addressed due to the system having an interim superintendent who is reluctant to take on new programs. While Knox County is notably a large district, the component that seems to be consistantly lacking across the region is accountability for local school administrators. This type of accountability starts from the top down; when high level supervisors are ineffective, local school administrators logically follow suit. Essentially, even the most ineffective principal or higher level supervisor has job security as they seem to answer to no higher authority. The next Superintendent should be familiar with what it takes to be a strong leader in a large district, and be focused on ensuring that administration at all levels are effective, appropriate for the community they serve, and accessible. We really need someone to take the District into the 21st Century by enhancing the existing programs and creating real opportunities, especially for advanced and gifted kids who are currently left behind because of "no child left behind" and the ineptitude of the Interim Superintendent. We need someone who understands the local problematics and demographics and morphs the local schools to accommodate them. We need someone who is the opposite of Mullins. I would like to know how I can bring to your attention a candidate (who is not me, of course) that would do exactly what the District needs.

During the recent rezoning process, my perception from attending the board meetings is that the interim superintendent was present at the meetings out of obligation and that he had already decided what he wanted to happen with teh redistricting. The superintendent (and board) should do what is best for the overall community. He (and the board) should listen to and incorporate the feedback from the community. It is most important for the superintendent to be connected to the community, respect and respond to their input while treating each individual with dignity, and ultimately do what is best for the students in the county. I do not believe these qualities were demonstrated by Mr. Mullens in the recent rezoning, and I sincerely hope that these are qualities inherent in the next Knox County School Superintendent. We need someone who can train and select principals who can handle the job. We MUST return some discipline to our schools and insist on highly qualified teachers. I'm tired of our brightest and best teachers leaving the system because of poor administrators who will not implement proper discipline. And then we hire just whomever we can get. This is not fair to our students nor to our community. Our best students are beginning to seek out private schools, and it won't be long before Knox County no longer has a decent school system. Teachers are the ones that are daily working with students based on decisions made by a Board of Education and Superintendent. Someone who cares enough to learn about the communities surrounding individual schools will have a better idea of how to meet those students' needs. Often educators deal with test scores rather than children. So many factors are at play in a child's learning, that simply keeping his nose in a book will not solve all his problems. I hope the new superidentant will value education first over "activities". I think the curriculum should be focused on all the students and not just the bottom as currently appears. Focusing on reading may seem to be a good goal for elementary but should not sacrifice the teaching of science and social studies as currently seems to be the approach. I would like to see an emphasis on technology backed up by support for it. The schools have hardware but do not have a dedicated position for someone to maintain it. Have an awareness of what the elementary schools are going through as we strive to meet No Child Left Behind. There is so much to teach, that it feels like we are teaching curriculum that is a mile wide and only an inch deep. The district needs to work harder to make sure that curriculum across the board (inlcuding PROJECT GRAD SCHOOLS!!!!) lines up with the state curriculum at a realistic level. There are MANY dedicated, educated, and committed educators in our own system who know how to advance the priorities that matter to the local community. I want a superintendent who is willing to listen to the input of the smaller, lower-income schools and consider that perhaps, bigger is not always better in terms of quality of education. I want a leader willing to accept that perhaps there should be more considered than just the bottom line, when thinking of which school facilities should remain open. Of course, we want someone with all of the skills listed above. However, I hope we have someone who has business/human resources skills and the leadership to apply them. Unfortunately, many positions in KCS are filled by people who are trained to teach but are in positions to make business, personnel, etc. They may be great educators but lack the ability to fill these much different responsibilities adequately or well. What Knox Co. lacks is an administration truly open to the input of the customers of the school system: the parents. We need a superintendent with an open door policy and the ability to listen. I feel the previous superintendent was lacking in his ability to effectively communicate any vision for the school district. The arrogant manner in which he dealt with the media and citizens at public events made it seem as though he was above the voters and citizens of the county. I would hope that we can locate an individual who is in education because they want to make a difference in the lives of our children through an educational system that has a true spirit of excellence and can show results in student, parent and teacher satisfaction and increasing test scores and graduation rates in Knox County. Noted absence in these questions is knowledge of special ed issues and oversight of special ed programs. Once again, the special ed students are forgotten. The key here is that the superintendent is experienced, knowledgeable on all current issues, able to delegate when necessary, and that his/her staff are well educated and with experience to keep the superintendent informed and up-to-date on all educational issues within the county. Be a leader in helping develop healthy in-school, lunches etc. and out-of-school lifestyle Implement programs if only 10 minutes a day for some type of physical education for all ages - i.e. the seventh inning strecth Gather support for off-campus non-school related help and counseling stations for teenagers. Possibly spearheaded by Helen Ross McNabb Center or other agencies - a place where teens can unload their problems and issues with privacy and without the eyes of others in their everyday lives. I think teenage issues and mental health are heavily overlooked but the burden should not be left to the school system which already shoulders more of that burden than can afford. The new superintendent should NOT be a local administrator who has moved up through the ranks but rather a person with a strong background that includes working with many varied and diverse groups in several similar other systems. Central Office personnel can provide support and continuity in order to fully integrate a new superintendent into the system. A person of character is needed who has a passion for student learning and has the ability to ensure that ALL students receive excellent instruction within a sound research-based organization. This person should have the skills and knowledge to build bridges and create a cohesive community where rancor and discord do not set the tone for discussion and decision making. A superintendent should have "feet of clay" and not rise too high above the community for which he serves Education does not always reside within the numbers that the government has established to deem quality. We need a superintendent that is committed to a truly least-restrictive environment for each and every student. We need a superintendent who is willing to have an open-door policy in meeting with parents/others, and a superintendent who is willing to attend IEP meetings. We also need a superintendent who welcomes input from groups in our area, such as area disabilities groups, LRE for Life, a state-funded program that has to date not been allowed in the walls of any Knox County School. MOST importantly this Superintendent needs to believe in and promote the use of TECHNOLOGY by students AND teachers in order to truly prepare the current students for the future jobs they are going to encounter. S/he needs to recognize just how far behind Tennessee is in this area and DO EVERYTHING possible to gain funding for new computer technology AND the continuous upgrade thereof, as well as creating the positions Technology Teachers and Managers AT EVERY SCHOOL. S/he needs to make sure that EVERY student uses computers at every school. Knox County really needs a superintendent who will rapidly move Knox County schools forward. We always trail behind other states as well as surrounding counties. I am a teacher and the teaching strategies I am told to use are 10 years behind the strategies used across the US. It has been this way the whole time I have been in the Knox County system. This is very sad to me as a teacher. I would like better inservice training. I also would like to be in a county that is on the cutting edge, rather than one that is so far behind. I would like to be proud of Knox County's educational system. It is sad that even rural counties like Anderson county have elementry schools that are more on the cutting edge than Knox County. New superintendent needs to clean house and bring in new people with the same vision in order for KCSs to move forward. Recommendations and decisions need to be data driven, but correct data is needed. Obviously the people in charge of tracking student population and building needs have not done a very good job in the last 20 years. The Board needs to cooperate with and support the new superintendent that they hire, not the other way around (#9)! Long term plans need to be made and kept. Is willing to lead by conviction and not by what he thinks will please the school board and thus keep him employed. 4. New leadership should understand and appreciate the hard work that teachers do each day. In the past teachers were the last to know about decisions made by administration that directly effected their time to teach and plan. Each school board member and the superintendent should spend 1 week as a substitute teacher. True knowledge of what goes on at ground level is a power thing. Year around school should be considered. When did parents start running our schools? They are not knowledgeable about research in the area of learning retention and the length of time children are out of school in the summer. This district truly and desperately needs someone who will maintain the highest standards from both students and teachers. What passes for 'good' teaching in this town is abysmal. S/he will need to be able to recruit and retain the most excellent people in the educational field & not simply rely on recent graduates from UT and Maryville College. Knox County needs teachers who have been educated in other places & that experience teaching in other areas of the country. This is the ONLY way to bring fresh ideas and the highest academic standards to Knox County. Academic Area Supervisors also need to be more accountable and outstanding in their fields. They need to be more hands-on in the day-to-day functions of their respective areas. This coming from the Main Office not from each school. A child can wear flip-flops in one school but not in another. Send the same message now matter what area of Knox County you live. Someone who will eliminate nepotism and cronyism; will eliminate the fluff from the classroom and let the teachers teach. Someone who will demand phonics as the only method of learning reading. Will do his homework (research) before implementing any new "solve all problems" program in the classroom and at the same time eliminate those programs that are not working. IE Project Grad. (We spend 1.7 million this year for $140K in scholorships?) And I think the Academy concept will have the same results. Its just a Bill Gates idea that he is providing his funding for. No Gates money , and we would not be talking about the Academy program. Check out the schools in Washington State now and see what they think.
